Organisational leaders and safety officers play a crucial role in ensuring high standards of workplace health and safety. While the law plays a critical role in ensuring safety compliance, a more sustainable approach is to foster a strong conviction about the importance of safety.
This programme gives leaders, managers, and officers a clear ethical vocabulary and eight practical reasoning lenses, so they have the confidence in the value they contribute to the organization and to the rest of their colleagues by advocating the importance of safety. It also teaches them the importance of integrity and the dangers of corruption and the lack of organisational psychological safety.

This blended course, comprising 2 hours of self-paced pre-work plus 7 hours of live workshops, equips professionals and safety officers at all experience levels to make defensible, ethical decisions.
Grounded in philosophy, it teaches practical ethical lenses, including the moral importance of safety, the importance of truth and integrity, the problem with conflict of interest, the invisible dangers of corruption, and more. Using real case studies, it shows how "small, defensible" decisions and normalised deviance transfer risk to others and erode the moral fabric of an organization.
Participants will learn how to advocate ethical decision-making through moral reasoning and reflect on how they can apply the topics to enhance the safety culture in their organisations.
This course is taught by experienced senior lecturers and is referenced against practical frameworks such as SG government-developed MOM's incident cost calculators and CPIB's PACT Framework.
Dr Paul Cheak is an experienced educator, serving as an Associate Lecturer at several local universities.
Paul earned a Doctorate in Philosophy in Occupational Health and Safety from Capitol Technology University, through his dissertation “Safety in the Singapore Armed Forces – A Study of Publicly Reported Incidents from 1965 to 2020”. In recognition of the value of his research, he was one of the three finalists in the US National Safety Council’s 2022 Green Cross for Safety Advocate Award.
Paul served as an Artillery Officer and Army Intelligence Officer in the Singapore Armed Forces for almost 30 years, before retiring from active uniformed service to join the private security industry as the Vice President of corporate training and leadership development. Paul is currently the Executive Director of SISO and SISO Academy.
Paul is the author of “Why Safety is Not By Accident: Safety and Risk Management for Leaders and Managers”.
